Unfortunately, the city slicker bureaucrats at the Supreme Court and Justice Department are always coming up with new, onerous requirements for us to follow. First it was "One man, one vote." Now we need "minority opportunity districts."
There are serious obstacles in our way if we want to keep or even expand our House majority going into 1992. But perhaps you can do it better than the real mapmakers did?
